How Do I Find Out If My S-video Port On My Computer Supports Tv-out?

Hi all i have been trying to connect my pc up to my tv through a s-video to scart cable. I have activated my s-video port but iam still unable to get a picture on my tv. someone suggested to me that i check if it supports tv – out. but i have no idea how to check this. please help.

    Be sure your computer’s s-video is setup and be sure your television is tuned to the s-video port to receive the signal. Make sure no other cable is plugged into the computer for video, unplug at computer end. Also make sure your BIOS isn’t blocking that port somehow. Disable shadows in bios, especially video bios if present.
    Easiest thing to do if your tv has a serial port is use a serial cable like a normal monitor.
    When trying a new setting. Turn computer off, unplug power for a sec, then plug in and turn power back on.
